There may be a less invasive solution available, but this one does work. Create a copy of the ChildWindow style in Expression Blend (or use the style at http://msdn.microsoft.com/en-us/library/dd833070%28VS.95%29.aspx) and rename the border element named "Chrome" to anything else. Then set the style of the child window to this new style. This stops the window from moving.
